各国海关的商品编码虽然都以HS编码为基础进行编制，但同一商品在不同国家的海关编码由于制定主体的不同必然存在很大的区别，同样的商品在不同的海 关可能对应不同的编码从而导致其适用税率的极大差别。这样在国际贸易中就不可避免地会产生商品编码的争议及随之而来的争议解决。了解HS编码在不同海关的 应用及WTO与WCO关于编码争议的解决对于广大的进出口管理人员至关重要。

 

会议目的：

本次网络会议的目的在于向与会嘉宾介绍世界海关组织《商品名称及编码协调制度国际公约》，它的角色及此公约在不同应用主张下的现实例子。会 议将着眼于商品编码委员会近期提交以待解决的案例及它们对会员国家的影响。参会嘉宾也将了解到世界贸易组织和世界海关组织如何进行编码争议的解决。

关于演讲嘉宾：
Douglas Mackay先生是李尔公司亚洲区间接税和关务总监。他具有二十五年以上的政府及企业工作经验，其中包括在海关改革和协调项目中同时担任世界海关组织 （WCO）商品编码委员会和估价委员会技术顾问（2002-2006）。他的一部分职责是协助发展中国家实施2002年商品编码（HS）修订及2007年 商品编码修订。

 

Webinar Objective：

Objective of this web conference is to introduce to participants the WCO HS Convention, its role as well as practical examples of different opinions in application of the convention. The conference will look at recent cases submitted for resolution by the HS Committee and how they impact on member countries. Participants will also see how HS disputes are settled by the World Trade Organization and the World Customs Organization.

About the Presenter: Mr. Douglas Mackay
 
Mr. Douglas Mackay is the Indirect tax and Customs Director for Lear Corporation Asia Pacific. He has more than 25 years experience at both corporate and government level as well as on Customs Reform and Harmonization projects where he was a technical adviser (2002 -2006) to both the HS Committee as well as the Valuation Committee at the WCO. Part of his role was to assist the developing country to implement the 2002 HS amendments as well as the 2007 amendments.
